Housing counseling, financial coaching, and related supportive housing services are available to both homeowners and renters in East Tennessee, thanks to Clinch-Powell. The company was awarded grants and contracts. These include Comprehensive Housing Counseling Grant, Housing Stability Counseling Program, Homeowner Assistance Fund and the Emergency Solutions Grant.
Comprehensive Housing Counseling Grant: Clinch-Powell was one of only three entities in the state of
Tennessee to receive housing counseling grants directly from the US Department of Housing and Urban
Development (HUD). Funds will be used to expand the availability of financial literacy and homebuyer
education workshops, as well as, individual homebuyer pre-purchase, financial coaching, and foreclosure
prevention/loss mitigation counseling. Anyone interested in these services, and/or interested in becoming a
homeowner, is encouraged to call Clinch-Powell right away.
Housing Stability Counseling Program: The Tennessee Housing Development Agency (THDA) awarded
Clinch-Powell the Housing Stability Counseling Program (HSCP) funds to provide individual services to
community residents in targeted areas at risk of eviction or foreclosure. The vast majority of services will be
counseling to residents at risk of eviction or foreclosure in Hamblen County. If you are a Hamblen County
resident and are at risk of eviction or foreclosure, contact Clinch-Powell right away.
Homeowner Assistance Fund: Clinch-Powell is also partnering with THDA by supporting homeowners that need assistance paying their mortgage due to COVID-related financial impacts. Clinch-Powell and other HUD- approved housing counseling agencies around the state are providing loss mitigation counseling and education, as well as, direct assistance for homeowners who need help with their online program application. Emergency Solutions Grant: Clinch-Powell still has Emergency Solutions Grant funds available through
early summer 2022. The purpose of the Emergency Solutions Grant is to prevent homelessness and rapidly
rehouse those who are experiencing homelessness or have been served a legal eviction notice by covering the
direct costs paid to landlords. While receiving temporary assistance, recipients must meet monthly with a
Clinch-Powell Financial Coach to stabilize their budget, locate community resources, understand the
responsibilities of tenancy, and receive employment coaching. Interested landlords, and those in need, are
encouraged to contact samantha@clinchpowell.net as soon as possible as funds are limited.
